Summary: This report is the first of its kind in India. It is a comparative assessment of Land Reform legislation and its implementation particularly those relating to: Tenancy Reforms; implementation of Land Ceiling Programme; and distribution of ceiling surplus land in the different states of the country. Under the auspices of the Department of Rural Development, Government of India. LBS National Academy of Administration, Mussoorie, is engaged in the preparation of status reports and situation papers on Land Reforms in different parts of the country to assist in evaluation and implementation of Land Reforms legislation enacted by various States. While some information was available in the Land Reforms Unit of the Academy from the field study reports of the I.A.S. probationers on actual implementation of Tenancy and Land ceiling laws, there was until now no compendium showing a comparative analysis of all State laws. Therefore the author, an authority on Land Reforms was entrusted with this task to prepare this report. The study will serve as a guide to the State Governments for a proper appraisal of their Land Reforms legislations against the background of the National Guidelines. enunciated by the Government of India by the Planning Commission.
