Summary: This Handbook of the Ministry of Parliamentary Affairs has been designed to achieve two main objectives. In the first place, it is expected that detailed documentation of various processes for which the Ministry is responsible, along with precedents and checklists, should enable provisioning of error-free services to our valued clients. It is a small first step in the direction of the ultimate goal of ISO certification and delivering quality services with the assurance of zero-defect. The second objective is to get over the usual and now familiar dealing-hand-is-not-available syndrome in government offices. Often the work of a Ministry or Department comes to an embarrassing halt because of the non-availability of an individual. Important decisions have to be postponed till the person becomes available to put up the necessary papers.
