In India, as in most of the developing countries, the problem of human capital-manpower presents a paradox. On the one hand, there is a rapid increase in the unskilled labour surplus and on the other, an acute shortage of skill and competence. The latter problem cannot be solved by importing expertise. Nor can it be solved by the unplanned development of centres of technical and professional learning. Unless therefore this problem is solved our economy will continue to suffer and the teeming millions of unskilled labourers will always remain unemployed.
