India has remained one nation under an elected central government in Delhi for close to 50 years. The period has witnessed at the national level ten General Elections, over 250 by-elections, and at the state level over 300 elections.
This book is an update of India Decides 1952-1991. It incorporates the data of the important 1989 and 1991 elections and the state and by-elections since then. Just as its predecessor proved to be an invaluable tool for opinion polls and an accurate understanding of the 1989 and 1991 general elections, this edition provides the basis from which to analyse the trends and projections for the coming eleventh general elections. But the future is only understood in the context of an analysis of the past. This book provides the most complete record of India's electoral history. It consists of an unvarnished presentation of facts and represents the most comprehensive and conveniently arranged collection of Indian national election results yet compiled. But it also provides information, never before assembled in this compact form, about the election results in each state and about the succession of chief ministers. It also summarises the composition of the Rajya Sabha, that little-analysed body.
With the help of this wealth of information it is possible to measure the volatility of the stability of voting; to understand what ha happened to each party in a given state or a given constituency.
This is a book of figures, it is possible to develop measures of electoral change and to explore the relation between votes cast and seats won and the extent to which it varies with the number of parties in opposition.
Elections shape the destiny of nations and also determine the careers of politicians. The figures in these pages represent a host of triumphs and tragedies, rewards and punishments for individuals. But behind the ures there also lies the regional and national figures history of modern India as the largest of democratic countries. That is the justification for this book.
