Technological capability is a major factor in self-reliance. Though India has large S&T manpower and expertise, self-reliance is yet to be achieved. Now research and technology are becoming global. In the context of current economic liberalization and GATT compulsions, S&T and R&D in India are not only topical but also of utmost concern to our country.
