The developing countries are in the incipient stages of modernising their industries and R&D infra structures. At present, the strategy of import of advanced technologies is seen as a convenient means to accelerate the process of techno logical modernisation and develop ment of innovative capabilities in these countries. India and China are no exception to this. Presently, both the countries are conscious of a liberal and open door policy to speed up technological moder nisation of their industries. The main question is how much liberal one should be in its imports.
