Summary: 'Occasional Papers' brings together, papers relating to various aspects of agricultural policy, presented by senior officials of the Department of Agriculture and Cooperation, Ministry of Agriculture during weekly meetings of the Department. The purpose is to dissem inate the wealth of information available in these papers and the issues raised, to stimulate discussion and assist the Government in evolving a policy framework. This is the second of the series of 'Occasional Papers' edited and published by the National Institute of Agricultural Extension Manage ment (MANAGE). 'Occasional Papers 2' covers issues relating to the role of post harvest technology in development of the oilseeds sector, National Policy on Cooperatives and other initiatives taken by Gov ernment to enable sustained and healthy development of cooperatives, strategies for horticultural development, strategy for sustained growth of agricultural exports, seed policy and legislation and status of farm mechanisation.
