Summary: The period covering the second half of 1991 is very important. The country was still reeling under the terrible impact of the assassination of Shn Rajiv Gandhi when it had to go to polls to elect the Tenth Lok Sabha towards the end of June 1991. As a result of these elections the Congress Party came to power and a Congress government headed by Shri P.V . Narasimha Rao was sworn in at the Centre. The second major issue which dominated the political scene during this period was the Ram Janam Bhoorru Bahn Masjid and other place'> of worship. While the legal wranghngs were going on, the National Integration Council (NIC) adopted, WIth a single dissenting voice of the VBP, a resolution which among other things appealed to all concerned parties and organisations to work towards an amicable and negotiated solution of the dispute
