The discussion following the introductory chapter of this book can be divided into two parts. In Chapters ll, Ill, and IV ideas relating to regulation generally are taken up. Chapters V, VI, and VII deal with three specific areas-railroad regulation, antitrust regulation, and independent regulatory commissions. These chapters also serve to illustrate application of some of the ideas in the preceding chapters. Regulatory commissions are singled out for special consideration because of their development as an important method
of regulation.
