This study attempts to explain the fundamentals of the racial dilemma in the Rhodesias. The characteristics of the tribal societies and the African people prior to the establishing of a British Administration in Northern Rhodesia are examined, and then, by
following the territory'S history, the impact of the administrative policies pursued and the influence of European settlement on both these policies, the tribal societies and the African individual evaluated. Particular attention is paid to the relationship between the British Government, the Northern Rhodesian Government, the European settlers, and the African communities prior
to the creation of the Federation of Rhodesia and Nyasaland, and then in the light of trends and tendencies stablished, the achievements of the ederation are examined in relation o the policy of inter-racial partnership and the future.
