Summary: The starting point of my discussion will be the general consensus around environmentally sustainable development that was dramatically manifested at the Rio Earth Summit in 1992. My remarks will therefore be in two parts: First: I will sketch out what the Earth Summit in Rio achieved and what the World Bank has been doing since Rio; and Second: I will try to address the more profound issues of the shift in the Development Paradigm that we are grappling with to give meaning and susbstance to the idea of Environmentally Sustainable Development.
