Summary: More than forty years after promulgation of the constitution, India stands divided more than ever before by religious animosites and caste differences. Capitalist development which has taken place in India has not overcome the pre-capitalist, feudal and religious attitudes. Separatism has also become a common demand- Gorkhas in the Hill area, Bodos of Assam, Adivasis of Jharkhand-some times backed by terrorism as in J&K and Punjab. Political processes are distorted by 'rigging' booth-capturing and by frequent defection of legislators from one party to another. Why have such distortions occurred? Were they inevitable? How can they be remedied? To answer these questions the Social Affairs Group of the Indian International Centre, New Delhi, held a series of three seminars-Party System in India,Political processes and, Democratic Participation-the object of which was to analyse the problems at depth and bring to bear on them different perceptions.
