Summary: The present book has grown out of a number of articles, papers and contributions to workshops and seminars spread over the last ten years or so. It was originally intended to be a collection of papers with an introduction, but the material soon developed a life of its own and insisted on becoming a structured book, necessitating a good deal of re-writing and reorganization and the addition of much new material. This book does not venture into the field of economics, except incidentally or marginally. Any economic study of public enterprises inevitably becomes a study of state intervention in the economy and the soundness of the Government economic policies. That is no doubt very necessary, but is different from the study of the effectiveness of public enterprises qua enterprises. The latter is a study of organisations, relationships, performance, and the factors which impinge on that performance.
