This is the fourth revised edition of the well known and oft-quoted treatise on Practice and Procedure of Parliament in India. Covering in a clear and concise manner all areas of parliamentary practice. and procedure, this is the most exhaustive, authen tic and authoritative work on the subject.
The present edition is the product of a thorough revision. Since the last edition was brought out thirteen years ago in 1978, significant changes have taken place in the provisions of the Constitu tion and the Rules of Procedure and Conduct of Business of the Houses. Although the basic format and the approach of the work remains unchanged, scores of fresh instances have been added and each portion scrutinized and edited to make the volume self-contained and up-to-date.
With the Lok Sabha Secretariat having taken up the onerous responsibility of updating, revising and bringing out this work as its official publica tion, care has been taken to maintain the high standard, accuracy and authenticity of the work under the guidance of the surviving author.
The volume is an indispensable reference work for legislators, researchers, scholars and all those who are interested in the institution of parliament and ts working procedures, processes and problems.
The uthors of the work are the two distinguished Secretaries-General of Lok Sabha. The late Shri M.N Kaul was the first Secretary of Lok Sabha 1951-1964) and also a member of Rajya Sabha for years (1966-72). Shri S.L. Shakdher, who suc eeded Shri Kaul, was Secretary/Secretary eneral of Lok Sabha (1964-1977) and later the chief Election Commissioner of India (1977 82). He was elected as the President of the sociation of Secretaries-General of Parliaments the world in 1973 and held that office till 1976.
