The National Front had declared in its Election Manifesto that Mandal Commission Report will be implemented at the earliest. During Lok Sabha elections in November, 1989 a solemn commitment was made to the people to implement the Report within a year of coming to Power. When National Front took office, the President stated in his address to implement the Mandal Report.
On 7th August, 1990 the Prime Minister announced his Government's decision in the House and as a result on 13th August, 1990 orders were issued by the Department of Personnel regarding 27% reservation in all Central jobs and Public Sector. The Prime Minister also reiterated in his Independence Day speech on 15th August, 1990 that job reservation to Socially and Economically Backward Classes will stay.
Soon the tussle started. Students and youths organised anti-reservation rallies. Press and Politicians expressed their concern. The present study is a timely publication which gives a national view point in a balanced manner. This documentation is mainly based on press statements, speeches, studies, special surveys, reports, interviews and editorials and presents myth and reality about the much talked problem of the century.
