Setting right of historical wrongs is a very complex and difficult process. In the caste-ridden Hindu society, with its close correspondence of caste and socio-economic status, a handful of higher castes monopolised all the good things of life and the majority of lower castes were deprived even of the bare essentials of a decent living. In view of this, the most pressing task before the country after Independence was the reduction of disparities between the high and the low and the establishment of a more egalitarian society. The Government of India adopted a two-pronged approach to tackle this problem. On the one hand, it formulated Five Year Plans for the overall development of the country and, on the other, it made special provisions under Articles 15(4), 16(4), 46 etc. for the upliftment of all sections of backward classes.
