Summary: Human society has to depend primarily on human beings. They constitute the basic asset of the society. In India, on the other hand, the human beings have become its greatest liability. An anachrony, both in thought and fact, has thus developed. The forces, circumstances, ideas and policies which have led to the development of such an anachronistic and overtly impossible situation are the subjects of discussion of the book. This impossible situation, one of whose manifestation is the utter poverty of the people, as a persistent phenomenon, does not occur accidentally. Many features are necessarily involved in bringing about such a situation. All things, like the educational and human resources developmental policies, the economic ideology and policies, ideas and policies associated with technological development and the social values and attitudes which dominated the progress of this society after Independence could be expected. contribute to to the development and perpetuation of such a situation. The steps necessary for converting the Indian population into asset form, which is its true attribute in a human society, are also subjects of discussion in the book. Issues of human resources development programme, programmes for utilization of human resources, economic ideology and policy environment, and programmes for technological development, which are associated with the productivity of labour in socio-economic activities have again been examined. These discussions constitute the focus of the book.
