The year 1987 witnessed a tumultuous change in the poli tical scenario of India, the foremost event being the rout of the Congress (1) in the Haryana elections. Secondly, the removal of the Finance Minister Shri V.P. Singh from the Union Cabinet and his subsequent resignation from the Congress (1) led to a chain of events resulting in the resig nations of some others from the ruling party, prominent among them being Shri Arun Nehru.
The fortieth anniversary of Independence also saw the worst drought of the century. The ruling party had to face a series of tirades from the Opposition regarding the relief of drought victims.
Meanwhile, there was a spurt in communal activity in many parts of the country. Terrorism in Punjab continued unabated. The Central Government took special note of the situation and introduced appropriate remedial measures.
The Central Government also took a fresh look at its socio economic policies and chalked out a programme for proper implementation of them.
