Summary: Issues concerning economic development and social change have been receiving earnest attention of social scientists, planners and administrators since the time India embarked upon planned development. In view of the vastness of the country and differences in the socio-economic 'givens' in different parts of the country, the examination of the issues has become a continuing process. The focal point of all these concerns is human factor. Considering the importance of the issues, the National Institute of Rural Development convened a Seminar on 'Economic Development and Social Change from November 7-10, 1983. In view of the wide-ranging studies that are being conducted on the theme in different parts of the country by acade mic bodies, universities and government agencies, participation in the seminar wa offered to as wide a segment as possible. Also, the participants were requested to let the Institute have their thoughts in writing on the specific aspects they have been working on and which they would like the seminar to notice. Thus, in all, 20 papers were received for consideration at the Seminar. The deliberations covered a wide range of issues and the viewpoints of the seminar are presented in Section L Section II carries the papers submitted for the seminar.
