An honest attempt by the author to put the Punjab problem in proper perspective. This thesis was initially presented by the author at the National Defence College, New Delhi, in 1992. The author draws heavily upon his personal experiences of having served in Punjab during the worst years of terrorism in the state (1987-88). Also included is a candid version of the 1984 anti-Sikh riots following the assassination of Smt Indira Gandhi.
