Summary: This book has developed from a Ph.D thesis submitted to Jawaharlal Nehru University. Much of the original impetus came from the oppurtunity provided by access to the enormous range of official publications in the Library of the Indian Institute of Public Administration in New Delhi. It was these experiencs that led me to re-read official documents with greater attention to nuances, ultimately resulting in an understanding of the logic of the policy as set out later in this book.
