This book, compiling the learned papers presented at a National Seminar on People and Poverty-The Dilemma of Developmental Transactions, held at Gandhigram (1985), seeks to identify the contextual elements, the operational loop-holes and the implementational short-circuits that plaque the action programme IRD. It focuses on certain dilemmas, drawbacks and related problems that emanate in the wake of developmental transactions, consequent to IRDP, between the village people, the beneficiaries, Government Agencies, Banks, Rural Institutions and voluntary Organisations. The papers including the policy-oriented review of concept, content and operation of IRDP presented in four slots, raise questions whether or not alternative strategies, a comprehensive organisational and administrative framework that will seek to involve other departments, institutions etc so as to achieve total system results by means of effective coordination and execution of IRDP, a better designed monitory system, and group action from NGOs and institutions for filling up implementational gaps, could do the trick. For, the development of people, human resource as well as the specified groups undergoing social reforms matters most. It is in this context that this collection of scholarly papers which tend to uncover the world of IRDP on a multi-dimensional plane becomes important. The book is addressed to planners, administrators and NGOs as well as to students and teachers working in academic institutions, since it seeks to provide an insight into a wide range of issues linked with IRDP.
