India has a rich cultural heritage with the art of best hand-spinning, hand-weaving, hand-printing, hand-dyeing hand finishing hand-embroidory and colour chemistry. It has a glorious past and legacy of unrivalled craftsmanship. Decentrlised textile indus try has a long history which dates back to the Epic Age. Despite its glorious past the handloom industry passed through many vicissitudes, setbacks down the centuries. Many economic, political and technological factors landed the textile industry in dol drums. The vulnerable, poverty striken, illiterate weavers became helpless, unorganised and unemployed.
It is the cooperative sector which pio neered to organise the weavers and to preserve the traditional industry. The cooperative organisations have been form ed for the resuscitation of the weaver artisans. The study, therefore, attempts to cover all the textile organisations in coo perative sector including apex bodies and federations. The emphasis of the Five Year Plans, State and Central support, role of Central financing agencies like RBI, NCDC, NABARD etc., have been analysed.
