Summary: This book examines the Sri Lankan ethnic issue from the historical, legal and constitutional angles. The author is of the view that instead of directly pressurizing the parties to the dispute to go in for some form of arbitration which would have brought home to them the merits and de-merits of their own case and paved the way from a settlement, New Delhi has signed an Accord-a policy that has led to India's armed involvement on a massive scale and mounting cost, much loss of goodwill from both the Sinhalese as well as the Tamils and erosion of India's own image abroad with no viable peace or settlement or stability anywhere in sight.
