The present work is devoted mainly towards the making of a comprehensive theory of federalism drawn out mainly on Indian experience. It propounds Federal Authority as the real basis of federal systems and proposes to make it accountable for their up-keep, stability, and change as desired by the partners of a federa tion. So far few theories and approaches of federalism have been able to achieve and concretize it in a real sense. Obviously, all federations have been formed without a properly constituted Federal Authority. Almost all the federations, U. S. A., Switzerland, Canada, Australia, and India have, therefore, been succumbing to the forces of illegitimate and unliked centralisation, leaving their regional units in lurch, thereby, undermining all basic values.
The problem is much more worse in India where federalism has meekly surrendered itself to prima ministerialism, and made her a headless federa tion. Owing to misunderstanding of federalism, her 24 Substates appear to have lost their virility for ever. The study, therefore, comes out with the remedy of reformulation of federalism on the basis of Pederal Authority, and equips it with a suitable control mechanism. This can be done on short as well as long-term basis, Till such steps are undertaken, federal systems, liberal and socialist, would continue to be devoured by the ongoing process of centralisation which finds little difference between democratic and non-democratic political systems. It is fruitless to be swayed by illusions and confusions centering around the establisment of various commissions, conclaves, and organisations both in India and abroad. Installation of Federal Authority is the only way out for the dying federations of the world. Indian federation can be rebuilt by giving precedence to nationism over the coercive concept of a particular form of nationalism.
