Although the development of small-scale enterprises has received increasing attention as an element of industrial policy in many developing countries, India is unique in both the extent and duration of its efforts to promote and protect small-scale firms. This promotion was, however, grafted onto an industrial policy designed primarily to foster the development of large-scale, capital-intensive industry.
