The government of India has given due recognition to the important role that external economic assistance can play in supplementing domestic sav ings, for securing capital goods and technical know-how, as also to import consumer goods as and when the domestic supply position necessi tates. At the time of Independence, resource for development were very meagre, the prospects of mobilising sizeable fund none to bright and the problems crying for solution so big that the government decided to seek foreign capital, both type of capital; equity capital seeking profits and con cessional capital; were sought. How ever, adopting a liberal policy towards foreign equity capital certain safe guards were provided right from the begining to ensure that this is not used against the national Interest.
