Summary: This study traces the evolution of the Soviet attitude towards European security since the October Revolution upto the present. It examines the Marxist-Leninist framework of security and the Soviet concept of peaceful coexistence. This volume discusses the Western reaction to the Bucharest Declaration (1966) of the Warsaw Pact countries and traces how the onset of detente and the improvement of Soviet relations with the United States and West European countries eventually resulted in the convening of the Conference on Security and Cooperation in Europe (CSCE). It examines in detail the three phases of the CSCE and critically evaluates the Final Act. It also discusses the results of the follow-up meeting at Belgrade and the Madrid Conference.
