Presently, there is no univers accepted conception of human ri But a common understanding of core concept is nevertheless feasible viz., the human rights are the rights enjoyable by a human being by virtue of his being a human being. There fore, human rights are fundamental, since they existed before the advent of society and the State. Human rights are mainly concerned with human dignity, freedom and participation in the society The more precise meaning can be clarified only in concrete and specific contexts which are influenced by various conditions at different time like economic, social, political, value systems and in other factors.
