Summary: This is a study of the Financial Committees of the Indian Parliament with a special emphasis on their working for fourteen years, i.e., from 1950-51 to 1963-64. The Financial Committees are the instruments of parliamentary control over public expenditure in India. The work of these Committees has acquired a special significance in the present-day conditions of India. The Socialist Pattern has been accepted as the goal. The public sector is growing day by day. The Five Year Plans require huge expenditure. The Chinese aggressive postures at our borders and the trouble with Pakistan have pinpointed the need for adequate ex penditure on defence. Meanwhile, the financial re sources at the disposal of the Government are limited. More than ever before, there is a need to avoid waste of public money and to ensure that the public gets services and goods worth 100 paise for every Rupee spent by the Government.
