The third edition of this book was published at the end of 1978. Within a short time thereafter, need was felt to bring out the fourth edition. While the task of revising the book was in hand, it was felt necessary to bring out immediately as an interim measure a reprint of the book with a supplement and this was done in 1984.
Since 1978, there have been many important constitutional cases and developments which have been incorporated in this edition. A lot of new material has been added in this edition with a view to meet the many and rapid changes which have taken place in the area of constitutional law since the last edition. The previous edition noted 43 amendments in the Constitution; this edition mentions 54, 11 amendments more over a span of nearly nine years. Similarly, during this period, there has been an accretion of substantial amount of case-law and there have been some very significant judicial pronouncements on several aspects of the Indian Constitution. The last nine years have been the most creative years judicially in the history of the Indian Constitution. All these new developments have been duly taken note of in this work. Consequently, the text has grown into 936 pages from 742 pages in the last edition. Practically, the entire text of the book has been thoroughly revised and re-written. To keep the bulk of the book within reasonable bounds, some pruning and consolidation of the old text have been attempted. With the result that the range and content of information and materials contained herein are much more pervasive than in the previous edition.
