Summary: The book attempts to examine the functions and finances of Panchayats in Kerala and iden tifies the shortcomings in the existing set-up. It also endea vours to develop alternative criteria for fiscal transfers between the State and the Panchayats on the basis of 'need' and 'fiscal capacity'. There is a plethora of books on the problems of mobilisation of finances of the Central and State Governments but the issue of financial structure, problems and pattern of utilisa tion of funds involved in the transfer of finances between State and local governments remains a relatively unexplored area. This study is markedly different from the existing literature on the subject and is, in fact, the first of its kind. There is not a single major economic issue which has not been thoroughly analysed in this empirical study.
