Summary: An in-depth analysis of the theoretical issues of grants-in-aid has been made in the present study. It examines the comparative role of grants-in aid with that of other fiscal transfers from the Centre to States in India. The principles of allocation of grants in-aid by the successive Finance Commissions and the Planning Commission have been analyzed in this work from the point of view of equity considerations. A significant effort of this book is that it examines the impact of grants-in-aid on State tax-efforts and the provision of essential administrative and social services. It is suggested that a permanent single agency to channelize grants-in-aid in the Indian Federation may be instituted. Various other measures are also suggested to rationalize the existing grant policy in order to achieve the cherished objectives of equity and incentive.
