Rapid industrialisation has been one of the foremost objectives of the economic policy since independence. Industrial growth under a planned system has necessarily to be guided by nationally accepted priorities. The Industrial Policy Statements issued from time to time by the Govern ment have spelt out not only the direction of industrial growth in terms of composition of output but also the roles of public and private sectors and within the private sector of those of the large, medium and small-scale sectors. Planning by its very definition implies control over the allocation or resources.
The First Edition of this publication was in the market by September, 1982. I firmly believe that proper planning before taking up the forma lities for implementation of a project can save a considerable time, Synchronization of various formalities and taking them up in a correct order may not become possible unless the total information about various formalities one has to go through, is available. It was, this belief, that prompted me to compile the information pertaining to various formalities and present before my readership engaged in industry, consultancy and management. The very fact that the book became due for second edition within a short time indicates their appreciation of this effort.
