Summary: The focus of this book is primarily on the process of policy formation. It sets forth an approach to the analysis of public policy formation which I have found useful in organizing my inquiry and in untangling its complexities. No final answers are provided or ultimate truths proclaimed. Nor is much said about the substance of public policies, although some aspects of them are considered in chapter five. If after reading this book, the student has a better understanding of the complexities of public policy formation and can attempt analysis of future public policy, then this book has served its purpose.
