Summary: The manifest object of the Essential Commodities Act is to ensure that common man gets the supply of the essential commodity without hinderence on the part of the trade. M.S. Ansari's Commentary on "the Essential Commodities Act, 1955", needs no introduction as it has been widely accepted as the one of the best reference book by the Bench as well as the Bar. This well known commentary now runs into its Seventh Edition. The Sixth Edition of the Commentary was published in the year 2008. During the past two years, many Control Orders have been repealed and large number of new Control Order have been issued. Such new Control Orders have been incorporated at proper places in the book. In the present edition the entire range of case-law on the subject has been critically examined in detail classified and incorporated, by elucidating how the law has been varying in its application during the fifty five years since the enactment of the Essential Commodities Act, 1955. Though special emphasis has been laid on the Supreme Court's decisions treating them in detail, but important reported cases of various High Courts bearing on a particular topic are also covered. The present edition is thoroughly revised version of last edition. All the special features regarding the general plan, classification of points arising under the Act have been taken care in this edition. In this Edition all the Control Orders passed during the period between last edition and this edition have been incorporated in this edition at proper place. Some of important Control Orders are, Restriction on Use of Dazomat Order, 2008; Wheat (Stock Declaration of Companies or Firm or Individuals) Order, 2008; Newsprint Control (Amendment) Order, 2009; Plant Quarantine (Regulation of Import into India) Order, 2003, etc. In conclusion, it is hoped that this exhaustive and detailed commentary on the Act will prove useful to the Bench, the Bar, Commercial Establishments, Traders and to the public interested for accurate knowledge in any of the provisions of the Act. Suggestions for improvement are always welcome. We have done our best in revising this book. Yet if any discrepancy is found it may kindly be brought to our notice so that it is taken care of in next edition.
