Given the political realities pre vailing and the inadequate administrative machinery, most plans fall short of targets by wide margins. Nepal thus presents a challenge to planners and policy-makers who have realized the ineffectiveness of working with borrowed models in the context of limited resources both natural and man-made. Nepal's current regional development policy recognizes that "a simultaneous advance on all fronts" and in all areas is a pipe-dream. The future strategy of development will depend on the success or failure of small area package programmes.
