A landlocked country with rugged topography, Nepal the mountain-kingdom nestling among the Himalayas, is the lure of tourists and travelers of all kinds. Given the political realities pre vailing and the inadequate administrative machinery, most plans fall short of targets by wide margins. Nepal thus presents a challenge to planners and policy-makers who have realized the ineffectiveness of working with borrowed models in the context of limited resources both natural and man-made.
Nepal's current regional development policy recognizes that "a simultaneous advance on all fronts" and in all areas is a pipe-dream. The future strategy of development will depend on the success or failure of small area package programmes.
