With the growing urbanisation and industrialisation, the challenges facing our cities have also increased. Although the
government has been undertaking several initiatives to solve the various problems, the challenges are immense. Ultimately,
it is not only through government's policies and actions, but also through the committed actions and initiatives of the
community and individuals, who will refuse to turn the magnitude of the problem into an excuse for inaction, that the problems of
our cities can be resolved and our cities can become clean and Green Havens.
The present book, titled. as, "Urban Development and Management", has been divided into 16 chapters, and deals
with existing, emerging and future problems faced by urban local-self government and come out with constructive suggestions, which can make the life of the people in the city enjoyable in all aspects.
Chapter I, Urban Management deals with the urban growth and its various dimensions and issues. This is followed by
Chapter 2, Urban Structure and Functions, which examines the existing administrative apparatus critically and scientifically to
assess whether it has the capacity and capability to provide municipal services to the people.
Chapter 3 deals with State
Municipal Relations between state and urban local-self government especially after 74th Amendment of the Constitution.
Chapter 4, Municipal Finance, discusses the financial status as well as the role of State Finance Commission and Eleventh
Finance Commission.
Chapters 5 and 6, deal with Urban Poverty and Poverty Alleviation Programmes. A large number of
programmes aimed at poverty eradication have been examined especially the poverty of slum dwellers through participatory
development of women.
Chapter 7 examines the problems, issues and remedies of Urban Safety, which is causing concern
in today's city life.
Chapters 8, 9 & 10 deal with Urban Sanitation; Urban Slums and Administration of Environmental Health Programmes, which are serious problems.
Chapter 11 examines Community Mobilisation i.e. participatory development.
Chapters 12 & 13 discuss about Environmental Improvement of Urban Slums and Healthy Cities, which are essential for a good quality life. In
Chapter 14, which deals with Privatisation of Municipal Services, the advantages and its disadvantages have been discussed. In
Chapter I5, the role of women in urban local-self government has been examined as they can contribute a lot for the development of the city.
Chapter 16 deals with the role of urban local bodies in Disaster Management.
