Summary: The Regional Fiscal Economics of Assam analyses and studies in detail the Budgets of the Government of Assam giving, in addition to others, an outline of the growth of revenues and expenditures of the Government of Assam, headwise, analysing the possible causes contributing to their trends and fluctuations. The changes in the pattern of revenue and expen diture as well as the shared taxes and Central grants in the light of the Awards of the first seven Finance Commissions have been studied and analysed pointing out the few successes, the innumerable failures and the gross injustices respectively. The study provides a first good approximation to an understanding of the behavioural dynamics of the regional fiscal economics of Assam. To that extent, the study has some prognostic value. The public debt and national income of Assam are also analysed pointing out their contributions to and effects on Assam's economy. In addition, the study outlines several important principles of Public Finance from the angle of their practical application.
