Summary: After independence, we gave unto ourselves the Constitution with a view to securing to all citizens justice, liberty, equality and fraternity. Accordingly the Government inaugurated the era of planned development in 1951. Since then we have completed five plans and are now at the fag end of the Sixth Five Year Plan. Before we go for the Seventh Plan, we should look back on our experiences and search honestly whether we have been successful in our economic policy of planned development. Looking at the statistics relating to our economy, one can conclude that we have not been successful in achieving the most important objectives and the prospects of achieving them in the near future are also becoming gloomer as years pass. Though there have been solid achievements in terms of increases in production, capital formation and acquisition of scientific and technologi cal skills, yet all these gains taken together have been insufficient to make a dent on the problems of poverty and unemployment.
