Chandigarh city is unique in many ways. The foremost among the few new plan ned cities created after India's indepen dence, it has a distinctive architecture, and is known as the city Beautiful. It also has the distinction of being the head-quarters of two state Governments and a Union Territory. Thus, it pro vides a new model of Public Adminis tration. However, no effort had since been made to study Chandigarh Adminis tration in any depth.
In this well-written, comprehensive, infor mative and analytical work Dr. Shyama Bharadwaj has endeavoured to study the planning and administration of Chandi garh combining bibliographical with in vestigatory research. The study deals with the evolution of the city's administrative organisation in both historical and con temporary perspective. Specifically the study aims to analyse (a) administrative structure of Chandigarh, (b) administra tion in action, as reflected in two case studies, and (c) performance evoluation.
A distinctive feature of the book is that the facts have been studied, analysed, examined and presented against the back ground of principles of Public Adminis tration, which have been briefly described. The research work, thus, stands as an application of theoretical principles. The inclusion of two case-studies can well be underlined as the greatest merit of this useful scholarly work.
