Summary: The main objective of this study is to investigate why Depressed Class land has been transferred from persons belonging to Depressed Class communities to non-DC community members, all the while violating the conditions of ownership outlined in Board Standing Order 15. In so doing, the study seeks to identify existing administrative loopholes and various socio-economic and cultural obstacles that impede the success of the DC land policy
