Summary: Development can never be a smooth process. The pattern and process of industrial growth during the last three decades, though commendable in many respects, have also revealed important imperfections and defects. Although modern small-scale industries with a capital investment of Rs 20 lakhs in plant and machinery including the tiny sector with an investment of rs 2 lakhs in plant and machinery has made further progress in many directions, it has not been able to make any effective dent on the employment problem.
