Summary: Planning and development in India has covered more than three decades. The States, the Centre, the Local Government and the people. in general are all participants in this plan exercise. It is felt in this planning process that a close dialogue between all of these would be very worthwhile in order to interchange the planning experiences and to assess the comparative plan achievements in all the regions. With this goal in view, in April, 1982, the Planning Commission of India in collaboration with the State Planning Institute of U. P. organised a Conference in Nainital to discuss broadly issues relating to economic development, standard of living, poverty alleviation and resources mobilisation as have been experienced in the States and at the Centre.
