In recent years there has been increasing awareness that development policies which do not take into account the need for greater social justice will not achieve their goals. This awareness was the cornerstone of a unique conference bringing together experts in both development and human rights, and convened by the International Commission of Jurists. It is the Commission's belief that the important relationship between the Rule of Law and Development deserves wider recognition and study; and their hope is that the working papers and proceedings of the conference will further such a cause.
