Summary: This report, sponsored by the Associated chambers of Commerce and Industry, consists of three parts. Part I of the study aims at reconstructing the history of price controls through a measurement of their impact on the economy as a whole as well as on some selected industries like cement, steel, vanaspati, controlled cloth, nitrogeneous fertilisers, tyre and printing and writing paper. Part II of the report tries to examine the impact of excise duties on industries like steel, aluminium, cement, paper, airconditioners, refrigerators, tyres, and commercial vehicles. Issues suich as the optimum levels of excise duties; alternatives to excise duty for consumer durables: cascading; effectiveness of excise rebate as production incentives; resources for replacement. Part III of the report studies the impact of all indirect taxes, rather than just excise, on the two industries- domestic refrigators and room airconditioners.
