THIS book was written between November 1950 and November 1951; then revised and corrected up to June 1952. It is based wholly upon published material, but the manuscript has benefited from the scrutiny of a number of individuals familiar with the events narrated, but who must, according to Chatham House policy, remain anonymous. Their help has saved me from numerous crrors both of fact and emphasis, and I am deeply grateful for the time and attention which busy men spared for the improvement of this book. Errors which remain, and all opinions, speculations, and inter pretations are, of course, my own; and Chatham House bears no responsi bility for any of them.
I must further acknowledge my debt to the United States Educational Commission in the United Kingdom, administrators of the Fulbright ex change programme, and to the Rockefeller Foundation whose combined financial support made it possible for me to write this book; and to the fellowship of the Chatham House staff whose intellectual support was equally indispensable.
