Summary: THIS BOOK is based on lectures given in Tokyo on May 11,12, and 13, 1981. They were the fifth in a series of Ishizaka Lec- tures on "international topics of broad concern," presented under the auspices of Keidanren. The original lectures have been substantially revised. The subject matter grew out of a research endeavor first undertaken long ago with John T. Dunlop of Harvard, the late Frederick H. Harbison of Princeton (to whom this book is dedicated), and Charles A. Myers of the Massachusetts Institute of Technology. The association with them has been an intellectual and personal experience that I have treasured. Both Dunlop and Myers made many suggestions on the manuscript that have been included here.
