Public enterprise is under strain and stress mostly due to its too- demanding and unpredictable environment. Both the political leadership and the bureaucracy, which are tow most critical components of public enterprise environment, have not been able to cope with the dynamism and forward-looking approach of the public enterprise management. Various expedients have been tried and experiments made to make public enterprises more effective and efficient, but so far they have failed to show the required results.
