This volume has been compiled to provide, for classroom and reference use, a handy col lection of key documents illustrative of the interrelations of states. It is intended to sup plement, not to supplant, the general text books in the field.
While the latter provide admirable factual accounts and evoke serious thought and da cussion, they often fail to afford direct contact with the fundamental instruments, processes, and actual sexs of documents utilized in the conduct of international affairs. This volume, therefore, is designed to enrich the user's understanding of the "how" as well as the "what and the "why" of foreign relations and thereby help to make of it a living prac tical subject.
